My little Hinoki Cypress is dying. Can still be saved ?

To me it looks like an age and water issue. The interior leaves and branches will brown and drop if the plant gets stressed, especially drying out. I suggest a good soaking once or twice a week , depending on rain and heat. Fungicide won't hurt but won't help either.
