Sorry, but this type of growth is nothing to do with radiation fallout. It is fairly common where a plant's growing tip is damaged in some way, chewed by a snail or such like. I have some Primulas (Cowslips) which have had the same type of growth.
If it was due to genetic disruption from radiation, then it would grow the same way every season, but sadly they don't.
