In some areas of the USA there are community gardens. It's done on a local level. The city of Milwaukee has some that apartment dwellers can use.
Years back when I was renting and couldn't have a garden in the yard, we went to a subdivision where my sister in law lived. The lot next to her had been empty for years. We planted a garden figuring that the odds of it being built on that summer since it hadn't even been sold were slim.
It paid off big time. I had so many tomatoes after we ate a lot of them, I canned all the tomatoes, tomato juice, and tomato sauce I could use for the year, then I made catchup, and tomato paste with the rest.
