Depends on the type of plant, some like to dry out a bit between waterings.

It's as Dora M says, use your finger or thumb.

I have a schedule to water my plants, twice a week they get watered just a little to make sure I am not over watering. In fact I suspect I am underwater at least one plant, when it gets dry the leaves will go limp then I water it deeply and go back to the twice a week schedule.

I do that as well, I always let the leaves go limp, because if I underwater them those plants nothing serious happens, but if I over water them then hell will break lose :p I learnt my lesson the hard way when I was a teen ;) It's always better to underwater than over water.
