bush beans dying help!

Checked the soil by hand and the first half an inch is dry but under that is pretty moist. Not soggy or soak but moist.

For how deep is it moist. A bean plant that size will have a sort of tap root about 6 inches long

I checked down to about just past my wrist so about 6 1/2 inches
