Yellow Twig Dogwood

Something is biting off the stems of a yellow twig dogwood and just leaving them on the ground, not eating them.
Deer had previously torn up the plant but not snipped off single branches.

Is there any animal that has a tendency of doing this?
The typical city animals are around, opossum, raccoon, skunks, groundhogs, squirrels, chipmunks, etc

The typical city animals are around, opossum, raccoon, skunks, groundhogs, squirrels, chipmunks, etc
If the end of the cut twig looks like it was mechanically cut what you have is an insect called twig girdlers. There isn't much you can do at this stage except to gather all of the cut twigs and burn them as the eggs are in the end of the twig.
