Wintering Lavender Cutting

I am new to growing Lavender. I am planning to take cuttings from my Lavender in August and start growing them for next spring planting (approx 200 cuttings). I live in TN which has a moderate winter climate. My question, I had thought about building a small cold frame to overwinter the cuttings and had thought about placing them on a heating pad set with a temp maybe in the upper 40's just to keep the soil from freezing on the new roots. Will this work? or am i wrong in my thoughts? The variety I am growing is Lavandula x Intermedia "Phenomenal"
