White circular powdery things on leaves

Hi. Would need some help identifying what this is. It is powdery and appears on the underside of leaves. When I wipe it, it goes away cleanly. The lead underneath doesn't appear to be damaged.
Although this particular leaf is from a lemon plant, this this appears on all my other plants too - egg plants, greens, cabbages, hibiscus etc..


I am from Chennai, India.

Yes - what is more concerning is the evidence of little black spots on those leaves, which may well be a fungus caused by the insects.

The white squigglies are from Whiteflies and the dark spots are stomata which release oxygen and water vapor and absorb CO2. Sooty mold shows up on the top of the leaves.
