What's on my lavender buds?

Hi all,

Can someone help me identify what the white fuzziness on my lavender plant is? Mold? Mites? It's on all the buds, even the emerging ones, but doesn't look like it's on the rest of the plant. Thank you!

What is the weather like where you live? Hot, or cold and wet ? Lavender isn`t even budding up yet here in the UK.
I think the buds may be showing mildew, and wonder if they are too wet. This plant likes lots of heat, and very well drained soil.
