While I can't rule out the possibility that this is a specimen of a rarely-planted Eucalyptus, the adult leaves and bark of this tree do look very much like those of Cider Gum (Eucalyptus gunnii), which is the most commonly planted gum tree (Eucalyptus) in the U.K.
Cider Gum is native to Tasmania and has been reported to sometimes grow to 35 meters in height.
