What kind of plant disease is this ?

Hi,

I saw this fungus like thing on my mandarin tree. Can someone identify what this is. The plant has sooty mold and curling leaves. Some of its branches have gone dead. I'm going to treat it with spinosad as someone suggested for the sooty mold. Will it also take care of this *thing*

Also, where can I buy spinosad for cheap ?
