What is this shrub/plant?

Firstly, apologies for the awful picture! I moved house a year ago and have been wanting to find out what this plant is that I had for years at my previous place.
It would produce these tiny white/light punk buds that would start to appear around December (I think). It had a slight fragrance to it and was quoite soft to touch.
Any ideas are most welcome. Thank you!
