What is this reticulation part called? What's it for?

Hi, Can someone please tell me what the part circled in the attached photo is? What does it do, what is it for?

It leaks alot of water out of it when the water first turns on, then it stops.

Thanks.

Looks like a air vent-vacuum breaker. This allows air to escape or prevents vacuum as water drains so that it drains and does not freeze. Freeze much?
