What you have is a common peach problem that is nation wide. It is called Peach Leaf Curl. It is a fungus. Once the tree has already leafed out there is nothing you can do. To control this fungus spray with a copper fungicide AT BUD SWELL and at opening, not after the buds have opened. This fungal disease defoliates the tree and will in time kill the tree.

It's when it rains on the peach tree then it will get it. For next year if you can shelter it in the growing season that will help. Can get varieties that are more resistant to it.
