Weed / groundcover / nemesis

Hi there,

Apologies if this is a dumb question or if I should be posting in another forum.

We live in North Vancouver, Canada. First time home owners, battling back a backyard (that our neighbours keep telling us) was once very beautiful but is presently a jungle. This plant is everywhere. What is it (and how do I get rid of it/manage it for a bonus point). It’s a low ground cover, but can grow to about 8 inches high (maybe more if we let it grow longer). I tried to put cedar mulch over top of it, but the mystery plant grows through the mulch and doesn’t seem too bothered by it.

Have any of the flowers opened? That should help narrow the options. Looks like an Artemisia as a first guess.

Looks a bit like a buttercup to me, there are various ones, mostly difficult to eradicate.
