Urgent bell pepper help needed !!!!

Hiya, so I put my finger into the soil yesterday and it was dry up to my second nuckle so I added a very small amout of water, today was very hot and the soil was barely moist when I got home. Should I let them dry out for a few days after the soil is complete dry ?
Don't be over worried about them being a bit dry at the moment. This over-watering lark is one of the mistakes I have made myself over and over again. What we need to do is worry less, and water less, and then when they are real dry give them a good soak with a fine spray and then neglect them again 
...and don't worry, it's not just you, it can be frustrating trying to get this bit right. Just persevere, and you'll get there in the end. It wouldn't hurt to pinch out those tips as they are blackened - and if you have long fingernails, they will do nicely. Otherwise a small pair of scissors! That will just make the little plant a bit more bushy!
