This is yellow-leaved cultivar of Box-leaved Honeysuckle (Lonicera ligustrina var. yunnanensis 'Baggesen's Gold'). This evergreen shrub native to China is most often listed under its older name, Lonicera nitida, which is now considered to be a synonym.
