Strange growth on base of Indian Hawthorn.

Hi, I have a hedge of Indian Hawthorn bushes that are about 10 years old. 4 months ago I noticed some thinning out and thought it was a watering issue. I replaced one that was dying. Now I noticed this growth at the base of one. I have tried to identify it, but cannot. Maybe root rot? Any help is greatly appreciate
