Something Munching Basil

I'm new to gardening herbs and I've decided to start with Sweet Basil and Mint. My Mint is growing nicely but is being munched on by some pest. My basil, on the other hand, isn't growing on top of being munched on. I've tried need oil and spraying them with a pest spray but something is still going to town on them. Any tips would be greatly appreciated!!

That looks like cucumber beetle damage. Spray with spinosad. Be very careful of what you spray with, especially on herbs. Many are toxic to humans.
