Something attacking sour orange

I cut down the sour orange and found these on the higher limbs. Curious what's going on and off I should be concerned for other trees. Look like little snails of some type.

Whoa! In their full gory! LOL!

Might be a good idea wipe them clean or burn the afflicted bits with the critters and sterile the soil.

Could be these cottony cushion scale

@alp is correct. It's scale. Spray now with Neem and again every 6-8 days for a month.
