Rose pruning problem

I have a rose bush where the stems are growing too high.

Does anyone know whether it is po

ssible to prune/ cut the stem below the forked branches or would that damage the plant? (see photos).

My experience of roses is that you can take them back as far as you like so long as there are a couple of buds to grow from, even if they are dormant buds.
One proviso, don't do it yet. If you get a heavy frost in Jan-Feb. it can kill the end of a pruned branch. What you have done is good, it will stop the plant rocking in winter winds, they hate that, go back in March or April and take it back to the point you want then.
