Poblanos not ripe?

First time vegetable gardener here. Planted some Bonnie Plants Poblano peppers in pots on my deck. The web says they're ready for harvest when dark green and shiny and firm. So I picked a few of them:

A bit small, only 3-4 inches and when I sliced one it had no seeds or core. It was tasteless with very little heat. Are they just not ripe yet?

When ripe they will have mature cream white seeds. If you want a pepper to be hotter withold water for a couple of days before you pick. Also they need lots of direct sun, 8 hours or more per day. They look pretty good though.
They will become almost black when ripe.
