My whole garden is suffering from a disease that makes all new growths and leaves curled and deformed. I thought it might be a fungal infection so I sprayed anti fungal and it didn't work. Insecticide didn't work as well. I found rotten roots in some plants. What is this and how to cure it?

That looks like herbicide damage. Depending on the herbicide there may not be anything you can do but I would start by flushing the plants and the soil with a LOT of water.

This is an awful problem you're having. If those roots are already rotting I'm wondering what the weather conditions have been lately? @Chuck if the problem was already there, maybe the ''herbicide'' was actually someone making mischief with poison. I also wondered about drainage if there had been heavy rains??

There has been heavy rains but last Dec-Jan. But even trees can get rotten roots and how to fix it?

Herbicides float in the wind and can travel a distance. Some cities spray the ditches to kill weeds. Neither Azoxystrobin nor Pyrethroid will do to a plant what the pictures show. If it were just one type of plant affected I could see something other than herbicides but you are showing 3 or 4 different plants, plus your neighbors. I don't know what to think about the rotting roots. None of the plants show any sign of root rot disease. The only other negative I can see is a nutrient deficiency, probably iron, that shows on a couple of the plants but micronutrient deficiences do not show as curling and distorted leaves. How long has this leaf distortion been happening?

Just chatted with Zigs about this, and he agrees with @Chuck that herbicide drift is more likely. He used to be near the ''levels'' in the West country UK and has seen the damage from floods - he said it is total and quick.
Will keep thinking.......

It’s the whole garden like this.
But wilting is a sign of root rot or fungal infection right? I have read about peach scab fungus, could it be it? But anyways if its fungal infection why it didn't go away bye fungicide. My Ficus trees are starting show burnt leaves at the shoots!

Worsening over the past 2 months. Could it be from bad NPK 12 12 17?

No. Fertilizer toxicity shows signs of burning i.e. scorched leaf tips and margins. Your plants show no sign of any fertilizer burn. If it is every plant in the garden and in your neighbors garden too, you both would have had to do the exact same thing with the exact same product at the same time, and that is pretty much impossible. I will try to explain how herbicides work. It is sprayed on the leaves and absorbed into the plants vascular system. This vascular system includes the leaves, the stems, the trunk and the roots. It does not work quickly unless it is sprayed directly onto the plants leaves, and, depending on the herbicide used may or may not be immediate. Some forms of common glysophate take a week to start affecting a plant, other herbicides even longer. It will damage and/or kill roots and when the roots are affected the rest of the plant is also affected. Herbicide drift is where a herbicide is sprayed and the wind floats it to other unintended plants. It is diluted by the time it gets to your garden but just a small portion of some herbicides is enough to do considerable damage. Look around your neighborhood at neighbors plants. I will bet that they are having the same problem.
