From what I can see in the picture it looks like a Robber Fly. They are both beneficial and harmful as they prey on caterpillars as well as wasps and other beneficial insects. I just leave them alone as they don't eat that many beneficial insects.

Still, they might multiply to such an extent that they require a balance so that they don't upset the ecosystem. One way to do this is to introduce biological control mechanisms by introducing toads which eat large numbers of insects on any particular day. This will ensure that they don't disrupt the ecosystem nor depleted.
