over watering

just wanna make sure i am giving the right amount of h2o - my hardiness zone is 8a - guess i`ll need a water gauge - but what to do if i mostly water from my totes in stead of it raining

What are you watering? Tomatoes and peppers require more water than some flowers/vines/shrubs. We are in your zone, and I give our roses two gallons a week, the peppers a gallon, the tomatoes (and this just keeps them alive so they can produce fruit in the fall) a gallon a week. Annual flowers--when they look wilted they get a gallon or two--and our herbs which are in pots, get watered with about a quart every other day.
We have water harvesting 250 gal. cubes, as well as two 55 gal. barrels, so we can be a little more liberal with water than someone who is paying for water.

I don't see anything wrong with over-watering pepper. We used to have that during rainy season. In fact, it is rainy season now and our pepper is still prolific. With tomatoes, we don't have one right now but farmers here don't plant them during the rainy season because the rain ruins the flowers. That's why tomatoes are quite expensive during the rainy season. So maybe tomatoes need just the right amount of water. With cabbage, I'm sure it doesn't want too much water. That's the characteristics of green vegetables.
