Other things scarer?

I had a lot of very helpful responses from everyone about a bird scarer and after using the pin wheels and CD's I have had far fewer birds in the garden. But does anyone have any ideas about what I can do to prevent other things such as rats and mice? My garden is clean and tidy but I live right next to an orchard and next door to an old abandoned church and I have veg in the garden. I am not 100% sure it's race and mice but a preventative measure would not go amiss? It would need to be cat friendly too as she will eat anything, she is not bright. Many thank in advance!
