Oleander infestation/parasite -- what to do?

Hi, our oleander (that we inherited from previous owners) is doing very bad for the past couple of years, and we have no idea how to treat it. It has white dots on its branches and behind the leaves, and even though it flowers, they are mostly dry/dead looking.

I attach a few photos to get an idea about what it is, and hopefully we get some ideas on what to do.

The pictures could be a little closer but it looks like you have Hard Scale insects. Treat entire plant with horticultural oil or Neem Oil. Probably 3 applications about 10 days apart. The scale, although dead, will not fall off of the plant. The plant has to grow a little to force the dead scale off.

In the first picture, the fine spotting on the leaves looks like spider mite damage. The newer leaves seem fine, so no longer a concern. Watch for that in the future and treat the same as the scale.
