Welcome to the forum @free trees :)
That looks like a Rhus - or Staghorn Sumac to me, and it spreads all over the place on runners. Many people see it as a weed and a nuisance although it shows amazing colour in the autumn - it will soon take over in a garden.
You will not be able to take cuttings of this, although you could maybe get away with digging up one of the suckers (when nobody`s looking) ;) Mostly I have grown trees from seed. Silver birch is a good one and grows really quickly - I got 106 trees out of one catkin !!
