Napa cabbage is still a cabbage and cabbage is a cool weather crop. Napa cabbage withstands heat better than most cabbage types but it is not a summer time plant. The flowering or bolting means it has fully matured and is going to seed. It will probably have a very bitter taste and is no longer edible. Very soon you will start to see Harlequin bugs so best to pull it up now. Harvest any that have not flowered as they might still be edible.
