This plant had a bad case of mealy bugs. Now this is the result. Will the color ever come back?

I'd keep it, but I'm a softie when it comes to plants. A good dose or two or three of insecticidal soap, keeping the plant in quarantine until it recovers, and making sure it has enough moisture but not too much, and who knows? It may recover.
I'm thinking this is a Sago Palm, and if so, Sagos are really hardy and want to survive. It doesn't look all that sickly to me.

Where did you get it from?

I agree, it looks like a Sago Palm (https://en.wikipedia.org/wiki/Cycas_revoluta), which is not actually a palm, rather a conifer and is considered a 'living fossil'.

Like marlingardener, I too have a soft spot for plants, as long as they're not too invasive and I'll plant it somewhere. I had a neighbor that was very much into growing potted plants and was moving and asked if I wanted some of her plants, two of which were Sago Palms; they seem to be very slow growers. I wasn't really interested, but she was insistent, so I gave in and planted them throughout the yard -- I don't do pots. I also don't cover plants or mess with special feedings/watering, so they must find a way to survive.
