Scratch off some of the bark and if you see anything that resembles a greenish color it is still alive. If it is a hard and a dark brown color it is dead.
That photo shows exactly the way a living Grape (Vitis sp.) vine would look in Winter.
Spring will be here soon enough, especially in southern California.
If you are going to scratch away the bark do it on a small branch. You don't want to unnecessarily damage the trunk or main branches.
