Is this Fescue?

We tried fescue seeding this area three years ago and things didn't go well. It's under a large tree. Since then, this grass has popped up in clumps.
We're going to try again with a fescue/bluegrass mix but we want to know what this stuff is. Keep it? Get rid of it?
