Is this a disease???

I have 2 pepper plants that I keep in a pot(Bell pepper and Cayenne peppers). For some reason the leaves have started to curl downward and eventually dry and fall off. I see no bugs on the leaves. Just curl up and fall off. Is this a disease? Am I giving too much water? Not enough? Too much sunlight or too much heat? I live in Houston Texas. It's been pretty hot lately. I'm not sure what I should do. Any advice would be greatly appreciated.

See all those tiny white spots in the pics. Get a magnifying glass and make sure that they aren't a very tiny insect which would be an immature scale insect. When you see that they are spray with spinosad

Those little white specs is a powder I used on the plant to try and prevent bugs from attacking the plant. I don't believe this is the culprit of the issue with the leaves.

Looks to me like watering problem; either not enough, or they have been over-watered so long that the roots have rotted and are unable to take up enough water.
Increase the water by 50%, as this will help if you're under-watering, but won't harm, since your plants are dead if you've already been over-watering anyway.
