Insect Question

Apologies if this is the wrong thread but I was hoping for a quick reply. Over the past two days I’ve noticed tiny white flies at the base of the brick borders on my driveway. They’re also up dwarf walls & urn planters. Are they whiteflies? I hosed them off in a panic but they’re already appearing again. Worried they’ll take over the whole garden. I’ve attached pictures below.
Any help on how to treat would be greatly appreciated.

I hit them with Sevin but I'm using Dawn, Vegetable Oil and Peppermint Oil.
