What is wrong with this Indian horthorn?

Seriously, it does look to be one of them just a hard to tell from the picture because they all look somewhat similar. You should be able to identify which one looking at the plant directly.

The question is What is the problem with this plant?

Almost every plant there is has a specific fungus which causes spots on the leaves. It looks to me like the tree has a Black spot problem. Try a systemic fungicide.

Is it too early? I live in zone7b.

Best time is when the sap is rising, ie when trees begin to get their new leaves.

The question is What is the problem with this plant?

If you take a look at the link that Greenhorn shared, you'll see that a lot of the problems look similar - so from your photo it's hard to tell.

Like Owdboggy says, in all likelihood it's something fungal.
