This was just a silly joke. Obviously birds can't do anything with the frozen water except maybe ice skate in it
It is called the "Mpemba effect" named after a student who discovered it and one cause theory is warm water evaporates more rapidly and as an endothermic process, it cools the water making it freeze more quickly than warm water..... Something I found counterintuitive was being told warm water will freeze more rapidly than cold, still don't understand that.
