I was just curious if anyone has ever seen white foam on the foliage of carrots

That foamy stuff is from an insect called a Spittle Bug. Don't worry about it, the bug and that spit is harmless.

Common name in UK. Cuckoo spit. Deposited by the Leaf hopper, nymph.The latter is most active. May-July.

Xylella is not a problem in the UK at the moment, although it plays havoc in some parts of the EU. It is however seemingly quite a menace in the USA.
