So I'm going away for a week at the end of the month and there is no one that will be able to come up twice a day and water my garden. Is there some sort of timed watering device I can get or build to make sure my babies are taken care of?

Why are you watering twice a day? so far for all my plants in ground I have yet to turn on the sprinkler ---and it is been hot. for my annuals in pots I did go out once a day. Presently I have gathered about 8 plastic gallon jugs, they are filled with water. Anticipating in September when I go away for a week to position each one at certain spots near my annuals to to have a friend come by and give them a drink. There should be enough gallons for the week, and counting on one rain at least. If you can find someone to do that , that would be good.

You could stick pipes to the ground and fill up the pipes. Or use various upturned bottles or use @Mrsclem 's method. Or give them a thorough soaking the night before. Or mulch them heavily.
