Horse tail weed

I recently had stones laid to replace the turf.membrane was used however there is lots of horse/mares tailweed still coming through so after all the expense this is really frustrating.I have arthritis in hip so cannot bend up and down to remove so does anyone have any suggestions on how to get rid or what to use.like burning it etc.

Horsetail weed has always been a slight problem on our veg plot but does no damage to the potato crop. I usually hand weed - especially around onions. It survives being covered with a horticultural membrane and when the cover is removed is very often the only weed or grass still growing. I covered some beds with sheets of weighted down cardboard. This seems much more effective and there was no sign of it. Generally I just keep on forking it up and the straggly dark roots which are so easily missed.
