Help with my smoke bush??

Hi all,
I recently planted 3 smoke bush in my garden (Australia). 2 took off straight away, but 1 hasn’t done much at all and looks like this... I was concerned the soil wasn’t draining enough so I have put it back in the pot, but nothing has changed. Does anyone have any ideas? Thanks in advance!

The root system on this one may not be as extensive and vigorous yet as the root system of the others. You can monitor the soil by inserting a finger into this tree's soil to a depth of 10cms and only water when the it feels dry. My smoke trees are planted in clay soil and do not have any problem with that. However, I am not sure what symptoms made you say "I was concerned the soil wasn’t draining enough so I have put it back in the pot, but nothing has changed.". In the heat of the summer, I would not expect much growth.
