Hi! I moved into a house in Phoenix that had a lemon tree this winter. First time citrus owner, and wondering whats going on with my tree and how to fix it? I first noticed the bark splitting, starting from bottom and heading up. Then it seems like there are some really small lemons that seem to rot early. Some leafs have white spots, some yellow, but overall mostly healthy looking.

Your tree is REALLY struggling. At some point in the past, it got cold/sunburned/injured, that's what the splitting is all about. That part is dead. There is a strip of "healthy" bark that is maintaining the growth at the top of the tree - just barely. My recommendation is to remove it and start over with a healthy plant. That's not to say the tree is absolutely terminal, just that it will take some time, fertilizer (citrus or all-purpose), and removal of dead tissue to recover. You choose.
