Help with Hedge Pruning!

Hello. Based on the pictures, can anyone tell me the best way to try and prune/salvage this hedge? I want to trim it about 3 feet in heighth along the total length of the hedge. And I was reading online about trimming every 1/3 of the hedge the thickest stalks down close to the ground? Any help and advice is appreciated!! Any idea what type of hedge this is? Thanks!!!

That looks like a wild privet. and before you consider cutting it at all, it will be most important to check that there are no birds nesting there.
Really the best time to cut hedges is in the winter. If you make sure there is no danger of destroying any nests, this is one of the easiest hedges to cut.
You simply cut it level at the height you want, and trim the sides wherever you like. It is usually best to make it a bit wider at the bottom and gradually not so wide at the top. A top heavy hedge can be a mess in very windy weather.
After the initial cutting it will start to thicken up, and you will be able to keep it looking good with just a light trim. A wild privet hedge well manicured can look very professional.
