Help, what is eating away at my rose leaves?

I live in northeast ohio and every year I get these circular holes in my rose leaves. Looking online it could be leafcutter bees but that seems unlikely to me. Maybe caterpillars or some beetle? Any ideas are helpful, thanks!

Whether insect or caterpillar spinosad will take care of them
