Help for a a sloped bed beside a driveway set into a hill?

We inherited a sloped garden bed on the north side of our driveway that is separated from the surrounding wild area by a wooden border. My original planting here was a mish mosh. Some daffodils, some tiger lilies that ran amok, and some vinca that intruded from an adjacent area. It was hard to maintain and weed. I'm thinking I need to do it over in some low growing shrubs of variegated texture. Can it be mulched effectively if it's a little steep without terracing it? I'm at a loss for what to do with this area, we ripped everything out this fall and think we will just deal with it in the spring.

@DrCase, we got slammed by the blizzard right after I posted this, so I will send a photo after the thaw. Promise not to laugh when you see it!
