Wait until the plants start to die back. Flowering just means they have started making potatoes. The longer you leave them in the ground the bigger the potatoes.

Even after the plants have wilted and fallen over?
You can harvest "early potatoes anytime after flowering. They will be tasty but small. potatoes are finished growing when the leaves turn brown and die back. You can even leave them in the ground for storage for a month or more.
