Getting rid of rasberry bushes in my pachysandra.

I just read, on this site, about Green Light Cut Vine and Stump Remover. Can this be applied in lat autumn
or would it be more effective in the springtime?

It can be used in the fall but it is more effective when plants are in full growth mode in the spring and summer
