Garlic harvest

I'm always confused as to whether garlic is a vegetable or an herb. I tend to use it as an herb, for flavoring and not a main component of a dish.
We just started harvesting our garlic--just the few that had yellow leaves and were kind of floppy. The garlic is hanging in the barn to dry, and my husband took a photo of one of the larger heads. This is plain old grocery store garlic that we planted the previous season, saved two heads, and planted the cloves last fall. The smaller head to the left is this season's grocery store garlic. I'll save a few heads and plant them this coming fall, hoping that they develop as well as the last ones.
