French hybrid lilacs

Is there anything that I can use to increase the growth rate of my lilac plants? They've been in the ground for a year now. They're 6 to 8 inches tall. There hasn't been a lot of growth yet.

Matt, you definitely have a problem. My new one has grown noticeably and only been in the ground 2 months. Did you ammend the soil when you planted it. Are you sure there are no obstructions at the root level? Are you sure there are no air pockets in the root area? Is it planted in full sun? These are just a few possibilities.
