Fine white fuzz all over Ipomoea

Hello,
I have noticed a fading on my Ipomoea leaves and a fine white fuzz around the leaves too.
Can anyone help me identify the problem? They grow on may balcony, Have plenty of sunshine and have not been fertilised.

On the third picture, it shows a spider web with a bunch of tiny white things in it. I would say that your plant is infested with spider mites. The white things are the mites and the fuzz is the web. Spider mites are difficult to get rid of. I would spray with Neem Oil every 3-5 days for 3 weeks. This should stop their reproductive cycle.
