Some of the roots have turned very black for the past 3 years on my peony plants. No one seems to know remedy. Any ideas

Mould and over watering is, as far as I know the main enemy of paeony plants. They need very good drainage and do not enjoy prolonged wet periods.
If there is mould there where they grow, any new plants should be grown elsewhere as the spores will be in the soil.

They are definitely not overwatered and I think mound is probably the answer unfortunately.

Have you had rain? Mould stems from wet soil that doesn`t have sufficient drainage.
